Title I Notices (ESSA)

2025–2026

Overview

School districts receiving federal Title I funds under ESSA must provide specific information and notices to parents and the public. For 2025–2026, Holmen’s qualifying buildings are:

Title I Parent & Family Engagement Policy (2261.01)

ESSA [20 U.S.C. § 6318(a)(2), (b)] requires districts to notify parents of their parent/family engagement policy in an understandable, uniform format and, where practicable, in a language parents can understand.

  • Parents are encouraged to be involved in planning, review, and improvement of Title I programs, including plan development and school review.
  • Meetings will be scheduled flexibly; assistance will be provided to support attendance and language access.
  • Meetings include curriculum review, assessments used, and expected proficiency levels.
  • Parents may offer suggestions, collaborate with other families, and participate in program decisions and revisions.
  • School performance profiles and each child’s performance information will be shared with parents.
  • Parents receive support (e.g., literacy/technology help, math strategies) to assist their children—attendance, homework help, and parenting tools.
  • The District responds to questions and concerns in a timely manner.
  • The District provides coordination, technical assistance, and support to Title I schools to improve achievement and performance.
  • A school–parent compact outlining staff, parent, and student responsibilities is developed and signed annually for each Title I student.

Parents’ Right to Know (2261.02)

ESSA [20 U.S.C. § 6312(e)(1)(A)] requires districts to notify parents that they may request information about the professional qualifications of their child’s teachers and paraprofessionals.

  • Whether the teacher has met state qualification and licensing criteria for the assigned grade/subject.
  • Whether the teacher is teaching under emergency or provisional status.
  • The teacher’s undergraduate major; graduate degrees and certifications.
  • Qualifications of paraprofessionals providing services to their child.

Parents will also be provided:

  • Information on their child’s achievement level and academic growth on required state assessments.
  • Timely notice if their child has been assigned to, or taught for four (4) or more consecutive weeks by, a teacher who is not “highly qualified.”
  • Notification if the school is identified as a Title I Priority or Focus School.

Requested qualification information will be provided promptly, in a uniform and accessible format (alternative formats upon request), and, where possible, in a language parents can understand.

Student Assessment Information

Policies & Parent Requests

ESSA [20 U.S.C. § 6312(e)(2)(A)] requires districts to provide information about state/district assessment participation policies when requested, including any applicable opt-out provisions.

Wisconsin law [§118.30(2)(b)] provides a parental right to excuse a child from state-mandated exams in grades 4, 8, 9, 10, and 11. DPI guidance indicates the district will also honor parent requests at grades 3, 5, 6, and 7 at its discretion and on an individual basis. Please submit written opt-out requests to the principal. State & District Assessments

ESSA [20 U.S.C. § 6312(e)(2)(B)] requires districts to make widely available information on each required assessment for each grade served.

Student Results & Growth

Each Title I school will provide parents with their child’s achievement level and academic growth on state assessments (ESSA [20 U.S.C. § 6312(e)(1)(B)(i)]). Individual reports are sent home with a letter from the principal after DPI/vendor release.

District Report Card & Data

Districts receiving Title I funds must disseminate an annual District Report Card with required information (ESSA [20 U.S.C. § 6311(h)(2)]).

Note: Federal reporting waivers issued during COVID-19 affected some 2019–20 data (e.g., participation rates, certain indicators). DPI communications outline which items were waived and which (e.g., ELP, some SQSS data) remained available.
