Meal Charge Policy

Meal Payments, Balances & Notices

Note: The following payment requirements apply to students paying full or reduced prices for meals. These requirements do not apply to students enrolled in Free Lunch under the USDA Child Nutrition Program.

Background & Philosophy

The goal of the School District of Holmen’s breakfast and lunch programs is to provide healthy meals to all students each school day. Funding comes primarily from federal reimbursements and meal prices paid by families. Families who meet federal income guidelines receive federally funded meal benefits. Families who do not qualify are expected to pay for meals consumed so that everyone pays a fair share.

Free & Reduced applications are available before school starts and year-round. The Nutrition Services Department, counselors, psychologists, and other staff share reminders respectfully and with care for privacy.

The District does not raise meal prices to offset unpaid balances. Instead, we require timely and full payment for meals and we collect outstanding payments when due. If a family reaches defined balance limits, we will share information about community resources, allow reasonable time to make payment, and—if balances exceed limits—students may become ineligible for the meal program.
No child will have a meal taken away once it has been served.

General Provisions

Meal purchases with a $0 or negative balance
  • We will attempt to prevent students with negative balances from purchasing à la carte items.
  • If a student attempts an à la carte purchase:
    • The student will be reminded that the family account status does not allow the purchase.
    • Prepackaged items will be returned to the line.
    • Students will be encouraged to purchase a full, reimbursable meal instead.
  • Students may purchase meals or à la carte items with cash regardless of account balance.
Negative balance at the end of the school year
  • Family accounts with outstanding balances must be paid in full by the last day of school.
  • Seniors must pay all charges before their last day to meet graduation obligations.
Payment methods
Families experiencing financial difficulties
  • Contact Nutrition Services at 608-526-1325 to make arrangements to continue meal service.
  • Complete a Free or Reduced Meals application found here.
  • Call Great Rivers 211 Information & Referral and Crisis Line by dialing 211 or 1-800-362-8255.
Outstanding balances
  • An outstanding balance is more than $30 or any amount due for more than 60 days.
  • The District may take steps to collect charges owed, including use of a collection agency, small claims court, revocation of charging privileges, or other appropriate actions.

To file a program discrimination complaint, a complainant should complete Form AD-3027, USDA Program Discrimination Complaint Form, which can be obtained online at https://www.usda.gov/sites/default/files/documents/ad-3027.pdf , from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must include the complainant’s name, address, telephone number, and a description of the alleged discriminatory action sufficient to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of the alleged violation.
