Multilingual Learner

Multilingual Learner (ML) Program

Welcome to the Multilingual Learner Program for the School District of Holmen! Our district values the cultural, linguistic, and personal identities of every student. The ML Program provides a continuum of supports for students whose primary or home language is not English. Services help each learner develop English while maintaining pride in their home language and culture.

Home Language Survey & Initial Screening
  • Home Language Survey (HLS): Completed by all families during registration to identify if a student speaks, understands, or is regularly exposed to a language other than English at home.
  • English Language Proficiency (ELP) Screener: If the HLS indicates another language, a licensed ML (ESL) teacher administers a screener to determine eligibility for ML services.
  • Family Notification: Screening results and service options are shared with families in a language they can understand. Families may accept or decline services.
Entry and Exit Criteria

Entry

  • Qualifies for ML services when:
    • The HLS indicates a language other than English, and
    • The WIDA Screener composite score is below proficient.

Exit (Reclassification)

  • Annual ACCESS for ELLs: Measures growth in listening, speaking, reading, and writing.
  • Students exit when either:
    • Their overall composite score is 5.0 or higher, or
    • They have a borderline score (4.5–4.9) and demonstrate proficiency on the Multiple Indicator Protocol (MIP) (classroom evidence, writing samples, teacher input).
  • Monitoring: After reclassification, students are monitored for two years to ensure continued academic success.
Programming Options

The School District of Holmen is a Bilingual-Bicultural (BLBC) School District under Wisconsin Statute §115.95, serving a large number of students whose primary language is Hmong.

Each student has an Individual Learning Plan (ILP) or Plan of Service outlining goals and supports tailored to their proficiency level and learning needs. Programming depends on each learner’s level of need. Some students receive:

  • Instruction in both English and Hmong,
  • Support within the general education classroom (co-taught or supported instruction), or
  • Pull-out small group language instruction focused on English listening, speaking, reading, and writing.

As students gain proficiency, services are gradually adjusted to support independence in the classroom. All programming aligns with Wisconsin’s Language Instruction Educational Program (LIEP) models and the WIDA English Language Development Standards Framework.

Interpreter & Family Communication
  • Our district interpreter/educational assistant provides translation and interpretation in Hmong and supports communication across all schools.
  • Interpretation is available for parent-teacher conferences, meetings, and district events.
  • Families may request interpretation or translated materials by contacting their school office or the ML Department.
  • District notices, consent forms, and service plans are translated as needed.
