The School District of Holmen last reviewed and implemented a change to elementary boundaries in 2008 in preparation for the opening of Prairie View Elementary. Since that time, the School District of Holmen has experienced growth of housing developments at varying rates across the District. With the primary goal to better balance enrollment across all elementary buildings, the Elementary Attendance Boundaries Committee was developed to study and present to the Board a district-wide plan. The committee determined what shifts would be beneficial in the current elementary boundaries that take into consideration the future growth of housing developments and transportation efficiencies.

The District regularly monitors elementary school enrollment and the progress of housing developments within the community. Each year on the third Friday in September, a count of students enrolled in the district is submitted to the Wisconsin Department of Public Instruction. The Third Friday count is the number of students attending, often referred to as the number of students in seats, which includes open enrolled students to the School District of Holmen. School capacities were evaluated during the 2021 Nexus Solutions district facility audit using industry standard methodology in conjunction with district class size guidelines. Revised capacities were applied beginning in 2022. The building capacities are based on occupied classrooms and does not take into consideration any office, common shared spaces, or spaces used for special programming.

The District met with the Village of Holmen to identify housing development growth since the opening of Prairie View Elementary in 2009 and anticipated areas of population growth. Substantial recent and projected housing development growth was identified in the northern areas of Holmen, resulting in increased enrollment at Prairie View Elementary.
